Scott is a Principal Consultant with PSTG's Caribbean office in Trinidad and Tobago. He brings over 15 years of experience working within government and consulting to governments to help reform and transform policy and service delivery.

Prior to leaving the Ontario Government, Scott was a Senior Manager responsible for providing policy analysis and advice on business regulation, consumer protection, and corporate governance matters. He is a recognized exert on New Public Management models for improved delivery of regulatory services.

Scott has considerable consulting experience in other aspects of public service reform such as performance management, public accountability mechanisms, and self-regulatory/co-regulatory agencies. He has also served on several boards of directors and policy committees for several not-for-profit and regulatory organizations. Scott also is an experienced facilitator and trainer.

Since joining the PSTG Caribbean practice, he has worked closely with several Government Ministries in Trinidad and Tobago providing consulting support on projects including organizational design, IT governance, legislative reform, and business process improvement. Currently Scott is leading a large initiative to modernize and reform the consumer protection laws in Trinidad and Tobago and to help improve the institutional capacity for the regulator to manage complaints and resolve disputes. Scott has a degree in Political Studies from Queen's University.
