Devindra heads the Global ICT Practice of PSTG. He has worked in both the public and private sectors for more than twenty-five years, and specialises in the implementation of large integrated ICT projects and in the development of national ICT strategic plans. He enjoys enabling dramatic improvements in organisational effectiveness through his work with senior management in crafting strategy and service delivery transformation.

Devindra brings a unique combination of academic rigour, extensive experience as a practitioner, an international ICT perspective, and strong executive management expertise to the global ICT practice. He joined PSTG from the Commonwealth Secretariat, United Kingdom where he assisted the developing countries of the Commonwealth with the effective use of ICTs for improving government, and in bridging the digital divide in the Commonwealth.

Devindra has a BSc. in Electrical Engineering, an M.Sc. in Telecommunications Systems and an M.Phil. in Electrical Engineering Science. He has been Managing Editor of Wiley’s IT for Development Journal, and his publications include: Joint contribution to ‘Maitland +20 – Fixing the Missing Link’, The Amina Centre, 2005 and Co-editor of ‘Growth and Success through e-Governance: Best Practice from Cyprus and Malta’, and 'Information and Communication Technologies for the Public Service: A Small States Focus'.
